What is personnummer (permanent personal number)?

This is a number issued by the tax office. It makes functioning in Norway easier. It is practically necessary to obtain a loan and free entry during the pandemic. They receive it:

  • All born in Norway
  • Everyone who settles in Norway (changes registration address)
  • Norwegian citizens born or living abroad who need a national identification number to obtain a Norwegian passport

Who can get a permanent personal number?

You are entitled to a permanent personal number if you want to permanently move to Norway (planning to stay longer than 6 months). This applies to both working and non-working people. The latter, however, have a greater problem with providing evidence to convince the office of the planned longer stay. A person who settles in Norway but does not intend to work here can also receive a permanent personal number.

What do we need to perform the service?

To complete the documentation, we need information about your planned place of residence and personal data with a D-number. As part of the service, we will arrange for you to visit the police in order to withdraw your right to stay in Norway as an EU citizen. We will then arrange an appointment for you at the tax office to report your move. At the police you will need:

  • Identity card (passport or ID card)
  • A valid, current employment contract

Then at the tax office you will need:

  • Identity card (passport or ID card)
  • Relocation application completed by us
  • Lease agreement for a minimum of 6 months in advance. If the contract is older than 3 months - also written confirmation from the landlord that the contract is still valid.
  • An employment contract for at least 6 months in advance. If the contract is older than 3 months - also confirmation from the employer that it is still valid. It is also a good idea to take pay statements documenting your employment here.
  • Alternatively, you can provide other evidence documenting your willingness to stay longer than 6 months in Norway, e.g. confirmation of running and deriving profits from a business.
  • Police registration confirmation

If you are registering a family to move, you will also need:

  • Their presence at the tax office
  • Supplementing the documentation about them in the application
