Mandatory Occupational Pension (OTP) - How to Check Your Contributions?

Do you work in Norway and wonder whether your employer is actually setting aside money for your occupational pension? OTP information does not always appear on your payslip, and the data shown in different portals may come from different periods.
In this article, we explain who is entitled to OTP, where to check the scheme provider and posted contributions, and what to do if contributions are missing or too low. We provide the rules and amounts applicable in 2026.
What is OTP and who is entitled to it?
OTP, or obligatorisk tjenestepensjon (mandatory occupational pension), is a pension scheme funded by the employer. It supplements the pension from the Norwegian National Insurance Scheme. You can read more about state benefits in the article What pension from Norway are you entitled to after several years of work?
Most private employers must establish an OTP scheme if they meet at least one of the following conditions:
| Situation in the business | Condition triggering the OTP obligation |
|---|---|
| The company employs at least two people | Each works and earns at least 75% of a full-time position |
| The company employs at least one employee without an ownership interest | The employee works and earns at least 75% of a full-time position |
| The company employs people in smaller part-time positions | Each works and earns at least 20% of a full-time position, and together they correspond to at least two full-time positions |
The employer has a maximum of 6 months from the date the obligation arises to enter into an agreement with an approved scheme provider. If they sign it later, they must make up the contributions due for the earlier period.
Where a business is subject to OTP, the scheme must cover an employee who:
- has turned 13,
- is compulsorily covered by the Norwegian National Insurance Scheme, folketrygden,
- has exceeded the remuneration threshold reported by the employer in the a-melding (the monthly employment and remuneration report).
In 2026, the threshold is:
| Type of employer | Annual remuneration triggering OTP coverage |
|---|---|
| Standard employer | More than NOK 2,000 from that employer |
| Tax-exempt organisation | More than NOK 10,000 from that organisation |
Once the threshold is exceeded, the employer must enrol you in the scheme with effect from your first day of employment. Since 2022, an employee no longer has to individually work at least 20% of a full-time position. This means that the scheme also covers people working very small part-time positions and seasonal workers, provided they meet the other conditions.
If you are posted from Poland, the A1 form is important. If you remain covered by the Polish social security system, this may affect your entitlement to Norwegian OTP. Paying tax in Norway alone does not confirm membership in folketrygden.
How can you check whether your employer pays contributions?
Checking OTP requires you to verify both the information about the agreement entered into and the contributions actually posted. An employer simply naming the scheme provider does not yet confirm that the correct amount has been paid for you.
Information submitted to Skatteetaten
In the Mine inntekter og arbeidsforhold service, you can check information submitted by your employer in the a-melding. An employer covered by OTP must report the scheme provider's organisation number every month, starting from the month in which the agreement takes effect.
The absence of a provider is a signal that the matter should be clarified. A visible provider confirms that the employer has reported having a scheme, but it does not show the exact contribution allocated to you.
Agreements visible in Norsk Pensjon
After logging in to Norsk Pensjon, check:
- whether an active agreement connected to your current employer is listed,
- from what date it applies,
- what rate or annual contribution has been agreed,
- what balance is linked to your current employment,
- what date the displayed information is from.
Norsk Pensjon does not include all providers and all types of schemes. Therefore, the absence of an agreement in the portal does not determine that there is no OTP. In this situation, contact your employer or the institution administering the scheme directly.
History with the pension provider
The bank, insurer or fund administering the OTP should have the most accurate information. Ask for confirmation of:
- the membership start date,
- the remuneration reported by the employer,
- the percentage contribution rate,
- contributions posted for individual months or periods,
- adjustments and retroactive payments.
| Where to check | What can you check? | Key limitation |
|---|---|---|
| Skatteetaten | The provider reported by the employer | No detailed history of your contributions |
| Norsk Pensjon | Agreements, balance, provider and annual contribution | Not all providers and products are visible |
| Provider portal | Posted contributions, remuneration basis and membership history | Data may be updated with a delay |
| Information from the employer | Scheme rules, rate, agreement number and enrolment date | The declaration must be compared with the provider's data |
The absence of an "OTP" item on your payslip does not in itself mean that contributions are missing. As a rule, OTP is funded by the employer and is not deducted from your net pay.
How much should an employer pay into OTP?
The minimum contribution in 2026 is 2% of remuneration from the first krone, up to a maximum of 12 G. The employer may set a higher rate in the agreement, scheme rules or collective agreement. In that case, you are entitled to contributions at that higher rate.
From 1 May 2026, the basic amount G is NOK 136,549, therefore:
- 7.1 G is approximately NOK 969,498,
- 12 G is NOK 1,638,588.
The amounts can be estimated using a simple formula:
remuneration forming the OTP basis x scheme rate = annual contribution
| Annual OTP basis | Rate | Estimated annual contribution |
|---|---|---|
| NOK 500,000 | 2% | NOK 10,000 |
| NOK 600,000 | 2% | NOK 12,000 |
| NOK 600,000 | 5% | NOK 30,000 |
The examples assume that all the stated remuneration forms the contribution basis and falls below 12 G. The exact basis follows from the scheme rules and the remuneration reported to the provider.
Do not assess whether contributions are correct solely based on a single month. The provider may post contributions periodically, and remuneration adjustments may be shown later. Compare the total for a longer period and check the data update date.
What should you do if contributions are missing or too low?
First, gather information from the a-melding, Norsk Pensjon and the provider's portal. Also keep your employment contract, payslips, working time records, correspondence and downloaded confirmations.
Then proceed in this order:
- Write to your employer and ask for confirmation that you have been enrolled in OTP.
- Request the provider's name, agreement number, enrolment date, scheme rate and remuneration basis.
- Specify the particular missing periods and ask for the contributions to be paid.
- Contact the provider and ask for your membership history, contribution history and the remuneration reported by your employer.
- If the employer should have OTP but has not established a scheme, submit a report to Skatteetaten. The report can be anonymous.
Skatteetaten may determine whether a company is subject to the OTP obligation, order it to establish a scheme and impose a coercive fine. For failure to comply with an order, the fine is NOK 250 per day for each employee until the breach is remedied.
An order from the authorities generally applies going forward. Claiming unpaid contributions for an earlier period is a civil claim against the employer. The right to contributions in line with the statutory minimum follows from the OTP Act from the point at which the business became obliged to establish a scheme.
Do not put the matter off. The general limitation period for financial claims in Norway is usually 3 years, and claims for successive contributions may become time-barred progressively. If the arrears are older, it is worth consulting the documentation with a trade union or lawyer promptly.
