What is an HMS card?
An HMS card (Helse, Miljø og Sikkerhet) is an official ID required in selected industries in Norway. It must be held by, among others, people working in construction, renovation and road works, cleaning services and, from 2026, also delivery van drivers. The card contains the employee’s and employer’s details and a photo, and must be worn visibly at work. The requirement applies to both Norwegian and foreign workers.
HMS cards for delivery van drivers
From 1 January 2026, HMS cards will also be mandatory for drivers and assistants transporting goods belonging to other companies (paid transport). The requirement does not apply to people transporting only their own goods. It covers delivery vehicles up to 3 500 kg (for e-vehicles up to 4 250 kg) and requires the card to be carried and shown during inspections.
Who orders the card?
The cards are ordered by the employer or, in the case of a sole proprietorship, the business owner. In the cleaning industry, the client is responsible for ensuring that staff have valid HMS cards. In services involving hand car care/tyre changes and wheel storage, cards are ordered after receiving the relevant notification from Arbeidstilsynet (once the authorisation requirements have been met).
What should you pay attention to?
- The HMS card must be worn visibly and shown on request during inspections
- Failure to have a valid card in industries covered by the requirement may result in penalties
- In renovation/cleaning and construction work, the requirement also applies to self-employed persons

The standard official fee is 132,90 NOK + MVA for each card (payment to the card issuer).
