What is a D-nummer?

A D-nummer is a temporary identification number issued to foreigners who intend to stay in Norway for less than six months. In practice, it is issued at the start of your stay to handle all formalities and legal work in Norway.

A D-nummer consists of 11 digits, where the first six digits indicate the date of birth, but the first number is increased by 4 (the first digit of the day of birth).

The tax authorities order a D-nummer for people who are taxable in Norway and have a tax card. A D-nummer is also most often issued together with the first tax card. A D-nummer can also be obtained if you need to represent a company in Norway.

Who can obtain a D-nummer?

You are entitled to a D-nummer if:

  • you are taxable in Norway (you work, run a business)
  • you are applying for asylum or have a valid residence permit (residents outside the EU)
  • you are covered by decisions issued by NAV or HELFO (moving with family, looking for work, etc.)
  • you hold a role in a Norwegian entity, for example as a board member of a company
  • you are registered in the land register, for example you are a homeowner in Norway

Identity check

To obtain a D-nummer and later a tax card, you will need an identity check. We arrange an appointment for you at a selected tax office or another institution providing identity verification services.

What do we need to provide the service?

  • Employment contract
  • Your personal details: full name, date of birth, address
  • Details from your identity document
  • Information about your stay in Norway – when you are arriving, how long you intend to work, etc.

We provide the service on behalf of both the employee and the employer hiring the employee.

What does the service include?

The service includes:

  • Completing the documentation necessary to obtain a D-nummer and a tax card
  • Arranging the appointment time and place for identity verification and document submission
  • Instructions on what to bring to the appointment and what to do

NOTE: The decision on whether to grant a D-nummer is made by the Norwegian authorities. The service only covers mediation between you and the authorities.
