What is a personnummer (permanent personal number)?
This is a number issued by the tax office. It makes life in Norway easier and is practically essential for obtaining credit. It is assigned to:
- Everyone born in Norway
- Everyone who settles in Norway (changes registered address)
- Norwegian citizens born or living abroad who need a national identity number in order to obtain a Norwegian passport
Who can obtain a permanent personal number?
You are entitled to a permanent personal number when you want to move to Norway permanently (you are planning a stay longer than 6 months). This applies to both employed and unemployed people. However, the latter have a greater evidential burden when trying to convince the authorities of their planned longer stay. A permanent personal number can also be obtained by a person settling in Norway who does not intend to take up work here.
What do we need to provide the service?
To complete the documentation, we need information about your planned registered address and personal details with the D-nummer. As part of the service, we will book you an appointment at the police station to obtain the right to stay in Norway as an EU citizen. We will then book you an appointment at the tax office to report the move. At the police station you will need:
- Proof of identity (passport or ID card)
- A valid current employment contract
Then at the tax office you will need:
- Proof of identity (passport or ID card)
- The moving application completed by us
- A tenancy agreement for at least 6 months ahead. If the contract is older than 3 months, also written confirmation from the landlord that the agreement is still valid.
- An employment contract for at least 6 months ahead. If the contract is older than 3 months, also confirmation from the employer that it is still valid. It is also a good idea to bring payslips documenting employment.
- Alternatively, you may present other evidence showing your intention to stay in Norway for longer than 6 months, e.g. confirmation of running and profiting from a business.
- Confirmation of registration with the police
If you are registering family members for the move, the following will also be required:
- Their presence at the tax office
- Their details included in the application
What does the service include?
The service includes:
- Arranging an appointment at the police station and informing you what needs to be presented
- Completing the documentation necessary to obtain a permanent personal number
NOTE: The decision on whether to grant the personal number is made by the Norwegian authorities. The service only covers mediation between you and the authorities.
