In this text you will find a complete set of regulations on coronavirus in Norway. This is a direct translation of selected recipes. The translation is loose and selective, so that as many people as possible understand the regulations and there is as little reading as possible (which is still a lot). §2 A foreigner may enter Norway if (a Norwegian citizen can always):
a) The foreigner lives in Norway (you should be registered in the folkeregister: https://skatt.skatteetaten.no/web/minfolkeregisterside/ bostedsadresse [not oppholdsadresse or postadresse], it should be Norwegian, alternatively you can provide a pre-departure rental agreement that is valid after return to Norway and tickets or other documentation confirming that you live in Norway and your departure from Norway was NOK short-term)
b) asylum seekers

People with valid reasons can also enter Norway. (Here UDI gives some examples https://www.udi.no/om-koronasituasjonen/soknad-om-unntak-for-opphold-pa-karantenehotell-ved-sterke-velferdsgrunner-nar-du-reiser-til-norge/ : you are going to the birth of your own child, you are a close family member of a seriously ill or dying person, you are going to a funeral as a close family member, you are the guardian of a person requiring special care in Norway, you have a court case in Norway. Additionally, persons covered by exceptions in the regulations may enter Norway.
⚠️ REGULATION ON ENTRY RESTRICTIONS - i.e. supplementing the list of people who can enter Norway https://lovdata.no/dokument/SF/forskrift/2020-06-29-1423
§1 Additionally, the following persons may enter Norway:
e) a family member of a person residing in Norway who intends to settle in Norway. A family member is a spouse, life partner (see §3q), descendant (child, grandchild) or ascendant (parent, grandparent, grandmother) under 21 years of age or supported or supported by a person residing in Norway. (you need confirmation from UDI about booking the visit and documents as in §3q, additionally it must be obvious that you are moving, i.e. the apartment has been arranged, things to be moved, etc.)
§2 Additionally, the following persons may enter Norway:
a) a foreigner who lives in the Schengen area and whose NOKaj is not obliged to enter quarantine and entered from NOKai of origin and stayed there for the last 10 days
e) medical staff from Sweden or Finland who work in Norway
g) persons residing in Sweden or Finland who commute to work in Norway every day (details in the source document)
§3 Additionally, the following persons may enter Norway:
a) persons caring for the child on the basis of an agreement (at least notarial agreement regarding visitation conditions) or a court judgment. (This applies to divorced parents providing custody of a child determined on the basis of a notarial agreement or court judgment)
d) drivers for the transport of goods and people who are currently under contract or traveling with or for such a contract (you need an employment contract as a professional driver and an order from the employer for transport - permanent [e.g. city bus driver] or one-time [e.g. transport goods from Oslo to Tromsø]
e) journalists and other people on assignment in Norway from media companies
j) seafarers on their way to or from or on duty with a seafarer's identity card
q) Family members of a resident of Norway (here in each case we need confirmation of the registration of the person we are visiting, i.e.: bostedsattest or a printout from this website: https://skatt.skatteetaten.no/web/minfolkeregisterside/ bostedsadresse of the person we are going to must be Norwegian, alternatively you can present a current rental agreement of a person living in Norway. In addition, the family member is: a spouse [marriage certificate needed], underage child [birth certificate needed], life partner [needed joint tenancy agreement that lasted at least 2 years or similar document], partner with whom you have a child [birth certificate or confirmation from a doctor needed], parent of a minor child [birth certificate needed])
v) A person who has been granted entry on the basis of an application (currently the application applies only to persons with important technical skills in assembly, disassembly, maintenance and other sectors, details: https://www.regjeringen.no/no/tema/samfunnssikkerhet-og -beredskap/innsikt/liste-over-kritiske-samfunnsfunksjoner/id2695609/)
w) (NEW) A person who can prove by appropriate means (currently only QR code from Helsenorge, soon QR codes from EU) that:
1) is fully vaccinated (at least one week after the full vaccination course)
2) had COVID-6 19 months ago (counted from the date of the positive test).
⚠️ REGULATION CONCERNING PREVENTING THE EFFECTS OF COVID-19 - i.e. the rest of the rules - quarantine, tests, etc. https://lovdata.no/dokument/SF/forskrift/2020-03-27-470
§3 Definitions:
– Close contact is contact with a person at a distance of less than 2 meters, for more than 15 minutes. This does not apply to contact between a doctor and a patient with appropriate protection.
– Working time is the time during work and commuting
– Free time is time outside of work
– A vaccine is understood as a vaccine approved by the EMA (currently: Pfizer, Janssen, Moderna, AstraZeneca)
– Protected against SARS-COV-2 means people:
1) Fully vaccinated
2) People who received the first dose 3 to 15 weeks ago
3) Had a positive test (antigen or PCR) up to 6 months ago (from the date of sample collection)
– fully vaccinated people mean:
1) who received a full course of vaccinations at least a week ago
2) have had COVID and received the first dose of the vaccine at least three weeks after illness - one week after receiving the first dose
3) received the first dose and then had COVID at least 3 weeks after receiving the vaccine
(Currently, documentation of security and vaccinations can only be documented by visiting the website helsenorge.no and using the QR code, so only Norwegian vaccines are accepted)
§4 Quarantine obligation:
a) Entry quarantine – applies to all people arriving in Norway from red countries (including Poland). It lasts 10 days (240 hours from the moment of arrival).
b) Infection quarantine - a person who had close contact with a person infected with SARS-COV-2 less than 48 hours before the appearance of symptoms or the COVID test was also subject to a 10-day quarantine from the moment of last contact.
c) Pending quarantine – applies to people who live in a household with a person in infection quarantine. Pending quarantine ends when a household member in infection quarantine tests negative for SARS-CoV-2 for the first time or at the latest after the end of infection quarantine. The quarantine also ends when the person in the waiting quarantine receives a negative PCR test, taken at least 3 days after the last contact of the household member with the infected person.
Infection and waiting quarantine does not apply to people who have had COVID-6 in the last 19 months or are vaccinated and have Norwegian documentation (NOTE: only applies to infection and waiting quarantine, entry quarantine applies!).
The obligation of pending quarantine also does not apply to persons who are protected against SARS-COV-2 (definition: 3) or in a situation where a household member who is in infection quarantine is protected against SARS-COV-2 (definition: 3) .
A person in infection quarantine may be released from quarantine if he or she was vaccinated with the first dose at least 3 weeks ago and no more than 15 weeks ago and takes a test between the 3rd and 7th day of quarantine.
Norway currently only accepts Norwegian proof of vaccination.
§4a Negative test requirement for entry to Norway:
You must present a negative PCR or antigen test taken 24 hours before crossing the Norwegian border or 24 hours before departure towards Norway. The test should be in Norwegian, Swedish, Danish, English, French or German. The requirement does not apply to:
a) fully vaccinated people
b) people who have had COVID-19 in the last 6 months from the date of a positive test
c) people residing in Norway for whom it was impossible to get tested before arrival (e.g. they come from a region where tests are not done)
Also not applicable:
c) persons who are necessary for the proper functioning of NOKytic social sectors or to ensure the fulfillment of basic life needs
(d) persons in transit
m) professional drivers on the way to/from/during the assignment
o) sailors
q) children under 12 years of age
(There is one conclusion: practically everyone must present the test, including Norwegian citizens and people registered in Norway. The exception are several groups mentioned above.)
§4c Testing in quarantine
1) The entry and infection quarantine ends after receiving a negative PCR test result, which was performed at least 7 days (168 hours) after arrival in Norway.
2) Persons who are in entry quarantine must be tested on the seventh day (144-168 hours) after arrival in Norway using the PCR method. The commune or testing center will contact people in quarantine to conduct the test.
§4d Border test
People arriving in Norway from red countries will be tested at the border. Children under 12 years of age will not be tested if it is extremely difficult to do so (e.g. medical reasons). The tests do not apply to:
e) truck drivers during the order (see §6b)
§5 Obligations regarding entry quarantine
Persons subject to entry quarantine should stay in a quarantine hotel at the place of crossing the border.
People from the places specified in Annex B (countries outside the EU, Great Britain and Switzerland) should stay in hotel quarantine for a full 10 days.
People from places with a high incidence of disease (over 150 cases/100.000 inhabitants/14 days) should stay in the hotel until the PCR test result is negative after 3 days. They can spend the rest of the quarantine in their apartment if they have a single room, bathroom and kitchen.
Persons in entry quarantine should stay in a quarantine hotel, except for:
a) the person can prove that they have not stayed in the region from Annex B or C in the last 10 days before arrival and that they have their own apartment or another place where they can avoid contact with others, with their own room, bathroom and kitchen, alternatively with food delivery (this also applies to Poland, so we are exempt from hotel quarantine, we are currently in home quarantine if we have such a place. The place is not checked, a verbal declaration that this is the case is enough).
b) Comes to Norway to perform work and has quarantine accommodation approved by the office.
e) the person is covered by special exceptions (e.g. child care after divorce, truck drivers during international transport)
g) the person is protected against COVID - see definitions: §3
h) the person is a minor and travels alone or in the company of a person protected against COVID.
People who have important reasons can also avoid hotel quarantine (funeral, serious illness of a loved one). This does not apply to important reasons abroad (e.g. funeral abroad is not taken into account, only in Norway). People who have stayed outside Schengen in the last 10 days must undergo hotel quarantine regardless of the exceptions above.
Spouses, partners and children can stay in quarantine together in one room if they live together in their country of origin and come to Norway together.
People in quarantine should avoid close contact with people they do not live with. They cannot be in the workplace or other places where others spend time (i.e. isolated workplaces are fine in quarantine, even hotel quarantine). It is forbidden to use public transport.
You can use public transport to get to the quarantine facility or leave Norway during quarantine (i.e. you can leave Norway during quarantine). People over 12 years of age should wear masks then. You cannot use public transport to get to the quarantine hotel or to change the place from the hotel to your own apartment.
§5b Obligation to register in the system
Before crossing the border, if you are coming from the Red State, you should register in the system: https://reg.entrynorway.no Registration does not apply to:
b) Children under 16 years of age traveling with a parent
§5g Commune tasks:
a) establishing a contact point with information about the regulation on quarantine hotels
b) ensuring the necessary contact with the police (by those staying at the hotel who need it)
c) ensuring transport from the place of crossing the border to the hotel
d) taking care of the registers of people staying in the hotel
e) testing people in hotel quarantine
f) ensuring control of compliance with Covid procedures
§6b Exception from quarantine for selected employees
1) People who frequently cross the border to Sweden or Finland are exempt from quarantine while working (read the source for details)

2) Truck drivers in international transport (i.e. those who cross the border in a truck) are exempt from quarantine while working. Quarantine applies during free time. Quarantine can be carried out in a vehicle. Drivers must use masks when they are outside their vehicle and there is a risk of close contact with others.
§6d Exception from quarantine – child care
Persons crossing the border in connection with established (noterally) or court-appointed child custody are released from quarantine after receiving a negative PCR result from a swab taken at the earliest 3 days (72 hours) after crossing the border. Care can be provided during quarantine. Children under 12 are exempt from quarantine in this case despite the lack of testing.
§6e Exception from quarantine – NOKytic sector
1) People from the NOKytic sector may be exempt from working time quarantine after receiving a negative PCR test result, the sample of which was taken at least 3 days (72 hours) after crossing the Norwegian border.
2) The exception should be used in situations where it is necessary to apply another exception before the person goes to work. In exceptional situations, when there is no time to wait for the PCR test result, a person may go to work after receiving a negative antigen test result (without the requirement of 3 days). For people in infection quarantine, an exception may be applied only if it is to prevent the risk of loss of health or life.
3) The obligation to test after 3 days does not apply to foreign medical personnel necessary for work who: are fully vaccinated (with two doses) against SARS-COV-2, work in specialized medical services or municipal medical services in Norway and received a negative test result PCR or antigen test after crossing the Norwegian border.
4) The employer should plan work to avoid the use of these exceptions

The following are exempt from quarantine (selected cases):
1. People vaccinated with the full course of COVID-19 vaccines at least 2 weeks after the last dose
2. Persons with a negative result of a diagnostic test for SARS-CoV-2 performed before crossing the border, within 48 hours from the moment of the test result or 48 hours after crossing the border (then from the moment of obtaining the result). Antigen and PCR tests are accepted.
(The fact that no one checked you at the border does not mean that you are exempt from quarantine. In practice, you should have documentation with you and either: attach it to your location card or: present it at the border or: in response to the imposition of quarantine, send the documentation to Email of the local Sanitary and Epidemiological Station)

2) From May 31, there is no obligation to present the test when entering from Norway
3) In order to enter from Poland, a negative PCR or antigen test result must be presented. The sample should be taken no earlier than 48 hours before entry (I recommend an antigen test with a quick result). Persons under 18 years of age and employees of the transport sector do not have to present the test.
