1.Who is entitled to AAP?

To receive AAP, your ability to work must be at least 50% impaired. NAV helps with professional activation through employment programs, benefits during treatment and other follow-up activities.

Your reduced ability to work must be primarily due to illness or injury. It must be possible to improve your ability to work through treatment or an employment program. The goal is for you to be able to find or keep a job while you receive AAP. You do not need to be receiving sick pay or other benefits from NAV to claim AAP.

1.1. Duty to act

To be eligible for AAP, you must be actively trying to find employment. The obligation to act means that:

  • you are involved in preparing a specific action plan to return to work,
  • you attend scheduled meetings with NAV,
  • you provide the information and documentation that NAV needs to help you,
  • you carry out the activities that you and your NAV advisor have agreed on in your plan,
  • you must notify NAV if anything prevents you from following the agreed plan.

If you do not follow the agreed steps, NAV may reduce or stop your work preparation allowance.

2. What can you get?

AAP corresponds to 66% of income in the year before the illness or the average of the last three years before the illness. You will get what results in the best calculation for your situation. The AAP you are entitled to will be determined by your previous income and whether you have children. Annual income exceeding six times the average basic National Insurance amount (6G) is not included in the AAP calculation.

3. How long are you entitled to AAP?

As a general rule, you cannot receive AAP for more than three years. However, the time in which you receive AAP will depend on how long you must participate in work-related activities or receive medical attention before you can work. Therefore, the period of pre-employment benefit will vary from person to person.

The period of work preparation allowance may be extended beyond three years if:

  • due to illness or injury you were unable to start initiatives/treatment until a long assessment,
  • due to illness or injury you have not been able to combine treatment and initiatives.

You can also receive an AAP for up to two years to complete an approved training program. The period of work preparation allowance can be extended for a maximum of two years. If you received AAP for the maximum period, you must wait 52 weeks before you can have a new AAP period. However, this does not apply to serious illness or injury.

4. Employment status (meldekort)

To receive AAP payments, you must submit an employment status form every 14 days. NAV uses an employment status form to track your status and calculate payments. AAP is calculated and paid based on the information provided on the Employment Status Form.

You must state how much you have worked and how long you have been active in the last 14 days and confirm that you will be registered with NAV for the next period. The fee will be calculated based on the information provided in the form. If the employment status form was completed correctly and submitted in a timely manner, payment will be made within 2-3 days after the employment status form is registered.

It is important that you submit your employment status form on time. If you submit your employment status form late, the withholding will be made in your next payment equal to the number of days the employment status form was late.

AAP is taxed as earned income and is also pensionable income.

5. What does the service include?

The service includes:

  • sending the application to NAV along with the necessary documentation (if sent by post, we are not responsible for shipping),
  • attaching additional documentation (up to 2 times), subsequent sending of documents/messages regarding the case are subject to a fee.

WARNING: The decision to grant the benefit rests with NAV in Norway. The service only covers mediation between you and the office.

6. Required documents

To perform the service, we will need from you:

  • all medical documentation - medical history,
  • medical opinion.
